Two quotes for what sounds like the same website can differ by a factor of fifty in this market. They are usually not the same project.
Website quotes in Delhi vary enormously because the projects behind them differ enormously. The variables that move the number are whether the design is templated or custom, who writes the copy, how many pages, what integrations are needed, whether SEO foundations are included, who maintains it and whether you own the result.

Hosting, domain renewal, any premium plugin or theme licences, platform subscriptions if applicable, and maintenance. Ask for the monthly figure alongside the build price, because the two together are the real cost.
Foundations should be included in any competent build: structure, speed, schema, analytics, a page per service. Ongoing SEO is a separate service. Be careful of quotes that exclude the foundations and then sell them back as a retainer.
