Yes, if you want to be found for them. One services page listing eight capabilities competes for eight searches and typically ranks for none. Separate pages also let you give each the detail a buyer needs.

Can you build location pages for our service areas?
Yes, with genuinely different content per location. Duplicated pages with only the city name changed are treated as thin content and rarely rank, so if we cannot write something real about an area we will tell you it is not worth a page.
